For emails to work the following settings must be correct:

Username must be full email address: (myemail@ij.net)
Password is case sensitive.
Incoming/POP3:  pop3.ij.net
Outgoing/SMTP:  smtp.ij.net
IMAP Port:  143
POP3 Port:  110
Outgoing: 25 or 2000, or 587 with encryption enabled

If your new ISP is blocking 25, you can also use 2000

Outgoing mail server requires authentication must be checked in order to send mail.

In Outlook is an Advanced Settings. Use this if the above is not working:
Server Ports
POP3:  110
IMAP: 143
This server requires an encrypted connection must be checked. Outgoing SMTP set to 587
Encryption type-Auto
